As a steward of public tax dollars, the Roseland Community Medical District (RCMD) makes every effort to operate in an open and transparent manner. Much of the information and many of the documents generated by our business are available on our website, including notices for public meetings, their agendas and the resulting minutes. If you cannot find what you are looking for and you believe it to be public information, you should submit a written request pursuant to the Illinois Freedom of Information Act (“FOIA”) (5 ILCS 140).
RCMD’s corresponding rules, Access to the Public Records of the Roseland Communty Medical District, codified at 2 Ill. Ad. Code 1976, provide additional framework by which the RCMD’s public records may be accessed. Pursuant to 5 ILCS 140, Section 2 (c), a public record is any records, reports, forms, writings, letters, memoranda, books, papers, maps, photographs, cards, tapes, recordings, electronic data processing records, electronic communications recorded information and all other documentary materials pertaining to the transaction of public business, regardless of physical form or characteristics, having been prepared by or for, or having been or being used by, received by, in the possession of or under the control of any public body.
Please note that some records are not subject to release via the FOIA process; these types of records are described under 5 ILCS 140/7. Some records may also be subject to confidentiality provisions imposed by other statutes; these types of records are described under 5 ILCS 140/7.5. The FOIA process for disclosure of information does not supersede these other applicable statutory and judicial mandates.
How to Submit a FOIA Request
Your request must be submitted in writing through any of the following means: the interactive FOIA web form below, facsimile, mail or special carrier (UPS, FedEx, etc), or email. You may use any format for your request. Please direct your request to the Far South Community Development Corporation (Far South CDC) as noted below.

Your request should include the following:
(i) your full name, mailing address, daytime phone number, fax number, email address and your organization’s name (if applicable);
(ii) a description of the public records sought, being as specific as possible; and
(iii) whether the request is for inspection of the public records, copies of the public records or both.
Please note that the RCMD’s files can be extensive so it is important that requests are as specific as possible. A specific request will avoid any unnecessary delays and any preventable copying fees.
We will respond as quickly as we can, and definitely within 5 business days of receipt of the request. Our goal is to fulfill your request within that time unless we simply need more time to process it, at which time we’ll let you know that an extension of time is needed. The RCMD may give notice of an extension of time to respond which does not exceed an additional 5 business days. The person making the request and the RCMD may agree to extend the response time. The RCMD will respond to requests for commercial purposes within 21 days. “Commercial Purpose” means the use of any part of a public record or records, or information derived from public records, in any form for sale, resale, or solicitation or advertisement for sales or services. With respect to requests for inspections of public records, the records will be made available for inspection during normal business hours at the offices of the RCMD. Copies of public records will be provided upon payment of any charges due.

Fees Associated with FOIA
The first 50 pages of black and white, legal or letter sized copies of records requested are free. Anything that surpasses 50 pages is generally 15 cents per page. If, for some reason, copies of records that are provided to a requestor that are not on black and white, legal or letter sized paper, the Authority will charge a fee not to exceed the actual cost of reproduction.
Appeals
The RCMD will respond to your request in one of three ways: (i) approve the request; (ii) approve the request in part and deny in part; or (iii) deny the request. If all or part of the information requested is denied, you have the right to request a review of the denial of the records to the Public Access Counselor at the Office of the Illinois Attorney General (5 ILCS 140/9.5 (a)) by submitting a written request for review to:
