The Roseland Community Medical District (RCMD) was established on August 5, 2011, following the signing of House Bill 1888 into law by Governor Pat Quinn. Sponsored by Representative Bob Rita (D–Blue Island) and Senator Emil Jones III (D–Chicago), the legislation created the District to support economic development on Chicago’s Far South Side by attracting medical research, academic institutions, and high-technology investment.
The enabling legislation also established a governing commission charged with developing and advancing a comprehensive economic development strategy focused on strengthening the region’s healthcare, research, and innovation ecosystem..

The Roseland Community Medical District Commission (RCMDC) is an intergovernmental agency created by the State of Illinois in 2011 to govern and oversee the District. The Commission is authorized to attract and retain academic centers of excellence, healthcare facilities, medical research institutions, emerging high-technology enterprises, and other uses permitted under the Act.
Acting as an independent third-party convener and facilitator, the Commission brings together public, private, academic, and community stakeholders around shared priorities to advance coordinated development within the District.
The Roseland Community Medical District encompasses approximately 100 acres and is governed by the Commission in accordance with its statutory mandate. The District’s general purposes are to:
